HB1358: (New Title) establishing a commission to study transitioning all public schools to public charter schools.

From Kent Street Coalition: This bill sets up a commission that would be overwhelmingly stacked with Republicans, to develop a report that will be anything but unbiased. The idea of turning all public schools into charter schools is shocking and needs no study; as AFT-NH put it: “[It’s] a bill that shows what their true intent is with all of this legislation, the elimination of local neighborhood public schools

HB1374: relative to the procedures for withdrawal from a cooperative school district.

From Kent Street Coalition: As Rep. Selig wrote: “this bill would make it easier for a single town to unilaterally exit a cooperative school district, potentially destabilizing regional education planning and undermining the shared resources that help many small communities provide quality programs. Rather than strengthening local control, this bill could encourage fragmentation, increase administrative costs, and weaken academic offerings by disrupting collaborative budgeting and staffing agreements…”

HB1268: (New Title) modifying the structure and administration of home education programs.

From Kent Street Coalition: There are two separate issues with this bill. (A) VOUCHER BENEFITS EXPANSION AT PROPERTY TAXPAYERS’ EXPENSE. (B) DRASTICALLY REDUCED OVERSIGHT OF HOME EDUCATION.

At a time when property taxes are going through the roof, the GOP once again wants to cut taxes for big corporations. STOP THE ASSAULT ON OUR PUBLIC SCHOOLS

Oppose SB101 (Open Enrollment)

Email our D42 Representatives and ask them to vote against SB101 and any “open enrollment” bill that comes their way.

SB 101 (Open Enrollment) will be voted on in committee on Monday. It’s being pushed hard by Republican leadership and there will be lots of pressure on the committee to pass it and send it along to the full House to vote on it at its next session.  However, public opinion has been overwhelmingly against it.

As is true for many other Republican initiatives, SB101 dodges the real problem, which is that our current school funding system creates haves and have nots. No student should have to travel out of district to get a high-quality, free public education. 

  1. School districts will lose money, so property taxes will rise and/or services to remaining students will decrease. SB101 (open enrollment) might be amended to reduce (but not eliminate) the amount of money districts stand to lose if their students choose to attend public school elsewhere. Even with this change, every transfer of a student to another district would cost the "sending" district at least $4,000 a year, and there would be pressure on communities to raise property taxes or cut services to make up the lost state revenues.  

  2. Fundamental questions re: services to students with disabilities have not been answered. The sponsors haven't been able to explain how it will work for students receiving special ed services. As a result there would be lots of complications and potential delays/snags in service to these students. And data from other states using open enrollment show that students with disabilities are denied admission to outside districts at a much higher rate than students without disabilities.

  3. It creates unequal access. Families need reliable transportation and flexible schedules to benefit, and in some cases may need to contribute toward "tuition" at the receiving school, so only families with means are likely to have this option. Most students will be left behind with less.

  4. Displacement of local students. Property taxpayers who have invested for years in their local schools  may find that their own students are bumped from AP classes, sports teams, school theater productions, etc., by students transferring in from other districts.

  5. The public does not want this. Testimony at legislative hearings has been overwhelmingly against it, and warrant articles attempting to shield communities from participation in open enrollment have passed in municipalities across the state.

Tell the Senate Election Law Committee: PASS HB 1601

HB1601 would require the Secretary of State to create a voter education program that includes information on recent changes to voting laws. The Committee is expected to make a recommendation on the bill this Tuesday, 4/14. 

Voting laws in New Hampshire have changed a lot over the past few years, and the confusion has real consequences. Many NH voters were turned away from the polls last November.

The Secretary of State currently educates voters across New Hampshire, and HB 1601 would build on those efforts by allocating $50,000 in existing Help America Vote Act (HAVA) funds to expand voter education.

Call or Email to Ask Governor Ayotte to Veto HB 365

HB 365 is Rep. Lynn’s attempt to address the disenfranchising effects of HB 1569, New Hampshire’s proof-of-citizenship law, which he also sponsored. It was passed by the full Senate (4/9) and is on its way to the Governor’s desk.

The bill would create a voucher program requiring voters to declare themselves “indigent” by completing a financial affidavit in order to receive free copies of vital records for voter registration purposes.

In practice, this program is likely to be rarely used, and it raises concerns about requiring voters to label themselves as “indigent”—a term that is both demeaning and not clearly defined in the bill—in order to access their fundamental right to vote.

It also raises a broader question: if requiring an affidavit to attest to indigency is acceptable, why not allow voters to attest to their citizenship under penalty of perjury, as was previously permitted for years without any evidence of widespread fraud?

Additionally, the Secretary of State’s office currently promotes a "Free Photo Identification Card for Voting Purposes Only". It is unclear how this proposal would interact with that existing program, and whether it would continue to be available—particularly for students, whose student IDs were recently banned for voting. Ensuring clarity across these policies is critical so voters are not faced with yet another layer of confusion or barriers.
