This week is all about Committee’s of Conference
The House and Senate will both meet to vote on Committee of Conference reports.
A Committee of Conference (COC) happens when the House and Senate pass different versions of the same bill and must negotiate a final compromise before the bill can become law. A small group of lawmakers from both chambers is appointed to work out the differences—often behind closed doors. If they reach a compromise, they file a report, which then goes to both chambers for a vote. If both chambers accept the CoC report, the bill is sent to the Governor like any other bill.
Amended bills: House bills amended by the Senate, and Senate bills amended by the House.

If an agreement cannot be reached by May 28th, the bill dies.
IMPORTANT NOTE - During negotiations, amendments can be added that totally change the bill’s intent, so we won’t have final details on what the House and Senate will be voting on this Thursday until after the May 28th deadline

HB155 Cuts to the Business Enterprise Tax
The good news is that after months of organizing, testimony, calls, emails, and public pressure, even Republican Senate Ways & Means Chair Tim Lang—a major supporter of corporate tax cuts earlier this session—called the bill “fiscally imprudent.” The Senate removed the major corporate tax cut provisions from the bill, BUT House leadership is expected to push to bring them back during negotiations.
Call and/or Email Senator Lang and urge him to stand firm in the Committee of Conference and reject any attempt to revive the corporate tax cuts in the bill. (603) 271-2117 / tim.lang@leg.state.nh.us

Large business tax cuts would primarily benefit corporations while reducing revenue needed for the programs and communities that ordinary Granite Staters rely on.

WEDNESDAY - COMMITTEE OF CONFERENCE:
SB625 - Hepatitis B Childhood Vaccines/State Office of Refugee Services
On Wednesday, May 27th, a Committee of Conference is scheduled to debate two harmful amendments to SB625
Legislation to remove the Hepatitis B vaccine from New Hampshire’s list of required childhood immunizations was defeated earlier this year, BUT HB1719’s language has resurfaced as an amendment to SB625.
Similarly, legislation to shut down the State Office of Refugee Services was killed in the Senate, BUT HB1706’s language has also now been inserted into SB625. As amended, SB625 would terminate the New Hampshire State Refugee Program, which is fully funded by the federal government, and prohibit the State from spending any money to assist refugee resettlement

Additional NH Actions You Can Take
Forced Outing and Book Bans Bills are headed to Governor Kelly Ayotte’s desk.
SB430 is another cruel “forced outing” bill, requiring teachers to respond fully to parents’ requests for information about their children, including requests for information shared by students with the expectation of confidentiality.
SB434 is a book ban that would impose a cumbersome process on local school districts to review parental complaints about books and other materials. School districts already have locally adopted policies to address parental complaints without adding unnecessary administrative burdens and costs. It’s another case of lawmakers interfering with the “local control” they so often tout.

Dear Governor Ayotte,
I am a New Hampshire voter from Mont Vernon writing to urge you to veto SB430 and SB434 when they reach your desk.
SB430 would require teachers to respond to parents’ requests for information, including information students may have shared with an expectation of confidentiality. As Senator Altschiller stated, “Parents have every right to talk to their children. They have every right to engage with their school. They have every right to attend school board meetings and advocate for their values. What they don’t have or shouldn’t is the right to conscript every credentialed educator to a mandatory written reporting system.”
Organizations such as 603 Forward have also raised concerns that this bill would jeopardize the safety of LGBTQIA+ students who do not live in affirming homes and would undermine students’ ability to build trust with safe adults in their schools by effectively turning educators into tools of surveillance.
SB434 is a book ban bill that would impose cumbersome new procedures on local school districts to review parental complaints about books and educational materials. It would allow a single parent’s complaint to result in the removal of materials from school shelves, regardless of the wishes of other families in the community. Local school districts already have established policies for handling concerns about library materials, and this bill would add unnecessary administrative burdens and costs while interfering with local decision-making.
These bills do not support our public schools or our students. New Hampshire children deserve a robust public education that includes positive relationships with trusted adults and access to a wide variety of books and educational materials.
I respectfully urge you to veto SB430 and SB434.

2 Discriminatory Bathroom and Locker Room Bans are still headed to Governor Kelly Ayotte’s desk.
These bills seek to legalize discrimination for bathrooms, locker rooms, sports, and prisons on the basis of "biological sex" as defined as only "male" and "female,” completely erasing the scientific reality of intersex individuals. These discriminatory policies have no place in NH, and create real-world privacy and safety concerns for all Granite Staters.
Governor Kelly Ayotte has previously vetoed similar legislation.
