Remove House Education Policy Committee Chair

Abhorrent Comments by the House Education Policy Committee's Republican Chair Go Viral!

Rep. Kristin Noble (R-Bedford), who chairs the House Education Policy Committee, made state and national news this week for leaked comments (by another Republican) from a Signal group chat. Noble expressed a desire for schools segregated by political ideology, a stance shared by the House Republican caucus who commented on Noble's behalf when the story broke. They have vocalized their gameplan for undermining public schools in favor of school vouchers.

For more background on the situation, the Boston Globe published one of the more accurate articles (paywall), and political commentator Steve Marchand published an excellent analysis on Friday that is worth a read.

Call for Rep. Noble's removal from her chair position!

Contact NH House Speaker Sherman Packard’s office to voice that Rep. Kristin Noble must be removed from her leadership position. Speaker Sherman Packard's contact info:
 sherman.packard@gc.nh.gov
 (603) 271-3661

Sample wording for a message or email:
"This message is for Sherman Packard. My name is ___, calling from ___. I’m urging you to remove Rep. Kristin Noble from her leadership of the House Education Policy and Administration Committee. Recent reported remarks involving segregationist rhetoric are unacceptable for education leadership and have seriously damaged public trust. This is about conduct and leadership standards, not party. New Hampshire students and families deserve better."

TUESDAY SUPPORT

SUPPORT THESE TWO

HB1831: repealing the education trust fund targeted aid cap. This bill repeals a bad bill from last year that singled out the Manchester School District last year and put an arbitrary cap on some state funds it would receive. SUPPORT (S)

HB1799: relative to required state funding for providing an opportunity for an adequate education. This bill would provide state funding to our public schools that meets the requirements set out in the recent Conval and Rand decisions of the NH Supreme Court, with the goal of ensuring that every NH young person, regardless of zip code, has access to a high quality, free public education. The bill also contains provisions to address the need for local property tax relief.

WEDNESDAY - SUPPORT

SUPPORT THESE FOUR

HB1077:  including domestic violence prevention as a wellness subject to be taught to pupils.

HB1834: relative to the education freedom account enrollment cap.

KSC: This bill would slow down how quickly the EFA program can expand, improving modestly on current law.

HB1716: relative to the academic accountability of education freedom accounts.

KSC: This bill adds some accountability to the EFA program by requiring the Dept of Education to develop criteria for portfolio assessments that some EFA students choose instead of standardized tests, and to collect and analyze data on the academic performance of EFA students.

HB1264: increasing the requirements of the education freedom savings account oversight committee and modifying the purpose of the committee.

KSC: The EFA program has operated with almost no oversight, in part because the legislative oversight committee created to monitor it has been totally remiss in its duties under Republican leadership (e.g. it didn’t meet last year until November, right before its annual report was due.) This bill would impose reasonable requirements on the committee to improve monitoring of the EFA program.

SB584: increasing the amount of funding provided for students receiving special education services.

KSC - This would significantly increase state aid to school districts to help with the costs of special education, shifting some of these costs away from property taxpayers.

SB582: modifying the base cost of an adequate education.

KSC - This would increase state adequacy payments to public school districts to meet the NH Supreme Court's requirements in the Conval case.  Until the state meets its constitutional obligations, student opportunity will continue to be determined in large part by their zipcode.

THURSDAY - OPPOSE

OPPOSE THESE TWO

SB491: enabling students to utilize education freedom account funds to pay for certain career and technical education funding.

KSC - This would require school districts to pay for EFA students to be transported to and attend Career and Technical Centers, even though the districts would get no state money for those students because they had left public school for EFAs - meaning the payments would come out of the budgets public schools are using for their own students

SB581: modifying education freedom account (EFA) eligibility and removing priority guidelines and the enrollment cap relative to EFA eligibility.

KSC - This bill would make all K-12 NH youth eligible for vouchers, with no limit. This opens the state to liability for more than double its current cost ($51.6M), at a time when Republicans say we can't afford to pay for school lunch for students who are hungry. Meanwhile, the EFA program has gone without meaningful oversight since its inception, we have no evidence that it is having a positive impact on student academic performance, and most of its beneficiaries were already attending private school without state assistance.
